Andrew Rice

C. Andrew Rice is the top level trial attorney for the Commonwealth’s Attorney Office for the City of Virginia Beach, where he has served the citizens since 2012. Andrew specializes in the areas of juvenile law, and gang prosecution with a focus on juvenile violent crime, child sexual assault cases, murder, and gang disruption. Andrew serves as the head of the Gang Task Force for the Virginia Beach Commonwealth’s Attorney office having successfully dismantled two national set gangs, Sex Money Murder, and GShine in the City of Virginia Beach with over 25 successful prosecutions resulting in prison sentences for gang participation, and recruitment. 

Andrew has taken dozens of sexual assault cases to trial, with over 20 of those being successful jury verdicts, including a 1986 cold case rape prosecuted in 2016 resulting in a life sentence. Andrew serves on the Sexual Assault Response Team focusing on non-stranger rape cases and works closely with the Virginia Beach Special Victims Unit building cases against offenders. 

Andrew is very involved in providing training to various groups of law enforcement by being faculty for the National District Attorney Association where he has lectured on void dire, cross examination, and trial preparation for sexual assault cases. Andrew is also faculty for the Virginia Commonwealth Attorney Service Counsel for IMPACT, Prosecutor Bootcamp, and Sound of Silence. Andrew is the recipient of the 2023 Crime Solvers Prosecutor of the Year Award, 2024 Michael R. Doucette Lecture of Merit Award from the Commonwealth Attorney Service Council, and the 2025 Virginia S. Duvall Distinguished Juvenile and Domestic Relations Assistant Award. 

Andrew also is involved in his local bar association where he has served on the executive board for 7 years, and took presidency in 2025.
