Corine Moulton
Corine (CT) is a recently retired law enforcement professional with 25 years of service in Henrico County, Virginia, serving with both the Henrico County Sheriff’s Office and the Henrico Police Division. During her career, she held multiple assignments, including detective in the Special Victims Unit, where she investigated hundreds of domestic violence, child abuse, and sexual assault cases.
CT is Director of Growth and Development with Justice 3D, where she supports the creation and delivery of advanced, trauma-informed training for law enforcement, prosecutors, and multidisciplinary professionals nationwide. Her instruction reflects extensive real-world investigative experience and a strong understanding of best practices in victim-centered and offender-focused responses to crimes of violence.
In addition to her work with Justice 3D, CT serves as the Director of Multidisciplinary Team Services at the Foothills Children’s Advocacy Center. In this role, she leads MDT coordination, supports protocol development, and strengthens collaboration among law enforcement, child protective services, prosecutors, advocates, medical providers, and allied professionals.
CT’s service has been recognized throughout her career. She received the Henrico County Police Division Meritorious Award on two occasions. As a member of the Henrico County Child Advocacy Center Multidisciplinary Team, her team was recognized as the best in the state in 2015. Her professional experience includes close collaboration with federal agencies, social services, advocacy organizations, Title IV investigators, hospitals, mental health providers, and prosecutors’ offices.
CT earned a Bachelor of Science degree in Criminal Justice from Old Dominion University in December 2022.
Prior to her law enforcement career, CT served in the United States Army. During Operation Desert Storm, she was assigned to a counterintelligence unit and worked alongside translators from the Kuwaiti Military. Her military and law enforcement experience underscore the importance of communication, cultural awareness, and professionalism in high-stress environments. She has completed extensive training in cultural diversity and fair and impartial policing and currently instructs communication and confrontation management courses focused on effective, respectful engagement with individuals in crisis.
